projet d'avant-garde

VH writes about the avant-gardes in Europe. Europe's economical as well as political borders are not clarified. We don't know where does the EU project end. Member states' interests are varying. Some are interested in closer cooperation some want a simple free-trade area. We all gave up some of our souvereignity, but we failed to establish a political union. As the single market marches on, ans as we have a single currency, the establishment of a federal state, and federal institutions, with a fair budget is inevitable.
Still some countries block the way forward. The lack of enough cohesion funds, the lack of social minimas, the lack of solidarity, the varying Europe-plans are causing a race to the bottom. The EU as it is today - and in my way of understanding it cannot be reversed to national states - is letting loose the forces of globalization on member states instead of softening it!
The avant-garde countries are those who are regrouping to pursue more abitious objectives. But their success depends on the implementation, and whether they pass the critical mass.
